Vehicles can cause harm by

* Colliding with people
* Colliding with structures and equipment
* Overturning
* Emitting fumes
* Creating noise
* Ignition source

People likely to be affected include

* Occupants (drivers and passengers)
* People in vicinity, involved in task using the vehicle
* People in the vicinity not involved in the task (i.e. walking by)
